Medical care was provided to the population in the city zemstvo hospital on the Upper Castle and the Jewish hospital on Nevelskaya Street. Doctor E.I. Oldenburg worked at the Grand Hotel, and the district doctor N.D. Gnedovsky received patients at home. For medical advice, one could turn to the city's practicing doctors A.M. Mansvetov, A.I. Orlov, A.A. Frilman, A.I. Imenitov and to the paramedics M.P. Mantsevich and Kuzmichev. Medical care was supplemented by the work of nine pharmacies and drugstores, where one could buy not only medicines, but also receive medical advice. The hospitals continued their work after the revolution of 1917, and two outpatient clinics were opened - a school one and a city one. As early as 1918, a barracks for patients with typhus and a third outpatient clinic at the pharmacy were set up in the city. The sanitary and epidemiological subdepartment, created in 1919 and subordinate to the health department, played a major role.
