Established in 1996, the Gyumri Mental Health Center was founded by the governor of Shirak region. It was created by merging former psychiatric, narcological, and neurological dispensaries. In 2002, the center moved from temporary cottages to a reconstructed three-story building, covering a total area of 1.8 hectares. The center serves the population of Shirak region, providing comprehensive mental health services.

However, reports have highlighted areas for improvement, including overcrowding, inadequate facilities, and challenges in patient rights protection.
