It took more than 40 years for the repeated requests made by the medical profession, healthcare authorities, politicians, and community members of Cúcuta to determine the time to build a new hospital to meet the healthcare needs of the people of Norte de Santander to be met. Thus, the Erasmo Meoz University Hospital is a product of Law 39 of 1969, which implemented the National Hospital Plan; a plan presented by Senator León Colmenares Baptista.
Subsequently, Law 43 of December 31, 1973, by which the Nation joins the first centenary of the reconstruction of the city of Cúcuta, in its Article 7 states: The National Government will promote the completion of the following works currently underway: a) Construction and provision of the Erasmo Meoz Hospital in Cúcuta, whose construction began in 1973 through a contract between the Nation, the Department of Norte de Santander and the Beneficencia de Norte de Santander.
Its creation as a legal entity was authorized by ordinance 019 of the Honorable Departmental Assembly on December 2, 1986, under the name of Dr. Erasmo Meoz. Subsequently, decree 000293 issued by the Department's government on April 2, 1987, regulated its constitution.
In the 1990s, and in accordance with the provisions of Ordinance 00060 of December 29, 1995, issued by the Departmental Assembly, the Erasmo Meoz University Hospital was transformed into the State Social Enterprise Erasmo Meoz Hospital, a decentralized public entity of the departmental order with legal personality, its own assets, administrative autonomy, subject to the legal regime of articles 194, 195 and 197 of Law 100 of 1993 and its regulatory decrees.
