Hospital Universitário Alcides Carneiro HUAC are important centers for training human resources in the health area and provide support for teaching, research and extension at the federal higher education institutions to which they are linked. Furthermore, in the field of health care, federal university hospitals are reference centers for medium and high complexity for the Unified Health System (SUS). The creation of the Brazilian Hospital Services Company (Ebserh) is part of a set of measures adopted by the Federal Government to restructure hospitals linked to federal higher education institutions. Through the National Program for the Restructuring of Federal University Hospitals (Rehuf), actions were taken to ensure physical and technological recovery and also to work on restructuring the human resources of the units. With the creation of Ebserh, a public company linked to the Ministry of Education, the institution became responsible for the management of federal university hospitals. The company's responsibilities include coordinating and evaluating the execution of hospital activities; providing technical support for the development of management improvement tools; and developing a resource distribution matrix for hospitals.
