Queen Elizabeth Hospital was opened in 1963 and is regulated by the Hong Kong Government's Medical and Health Department. That was the peak period of immigration from mainland China and the rapid population growth in Hong Kong. More than 30 years later, the hospital has developed into the main hospital in Central Kowloon and has become the tertiary referral center for the whole of Hong Kong. In 1991, the Hospital Authority (HA) was established and took over all public hospitals in Hong Kong the following year (1992). Since then, Queen Elizabeth Hospital has been jointly managed by the HA and the Queen Elizabeth Hospital Governing Committee.
