The Ministry of Health and Welfare aims to balance the development of medical resources in various regions, enable medical manpower and facilities to grow reasonably and fully function, and improve the quality of local medical services so that every citizen can obtain appropriate medical care services in the shortest time when they need medical services. The

population of Zhonghe and Yonghe areas, where Shuanghe Hospital is planned to be located, currently exceeds 620,000, including 406,000 people in Zhonghe District and 214,000 people in Yonghe District. There is a significant gap in medical resources with neighboring areas. In view of this, the Ministry of Health and Welfare is actively carrying out various matters related to the establishment of a large hospital in Zhonghe and Yonghe areas.

In 1988, the Executive Council of Taiwan Province resolved to restructure and relocate the former Taipei Provincial Hospital City Branch to New Taipei City. This was the beginning of the construction of Shuanghe Hospital. Based on the possible reform models and advantages of public hospitals, the Ministry of Health and Welfare decided in June 1999 to build the hospital in the private build-operate-transfer (BOT) mode. The government department entrusts private institutions to operate the hospital, allowing operators to give back to the community by giving full play to their operating performance and creating a niche for both parties. It became the first medical institution in Taiwan to be built in a public-private partnership mode.
